Goal

Description
Chinatown is a place, and not a place; a people, but individuals; a Dragon and a Landmark; parades and secrets; more streets than are shown on any map but well-known since the 1800s; A tourist destination and home to more ethnic Chinese people than anywhere outside of China; eternal and ever-changing; chaos and order all together. Chinatown is a place of contradiction and mystery and above all... Power.
From what you can make out, they seem to have a goal of gathering talented people to them, sometimes even bending the rules to let non-Chinese in. But woe betide the magical practitioner who attempts to enter Chinatown in secret, without the leave of the Emissary.
Wong Fei Hung has let it be known that his "patron", the Dragon Wān Shì Long, has declared the neighborhood of Chinatown his sovereign domain, and will tolerate no unauthorized incursions from wizards. Mortal spellcasters must pass through the Dragon Gate on Grant Avenue at Bush Street.
Whether or not Wong Fei Hung is bluffing or not about the Dragon of Chinatown, something is protecting Chinatown from mortal spellcasters. And deep investigation will reveal that a Dragon named Wān Shì Long departed China in the 18th century, but not where that Dragon went.
